The article you cite is from 2017 using information from 2008-2014 -- the same information on which the one-in-four projection is made.
The two key points here are: 1) the source data are from a decade ago and 2) even the authors of the reports use the term "projected" (which is accurate) and not stating it as something that has actually happened.
